TIC Council is an international association representing independent testing, inspection, and certification companies. It establishes and manages certification programs, with Sustainability Process Certification as the first initiative under its direct ownership and control. The Council holds full responsibility for the objectives, content, and integrity of the System, including the development of policies and procedures that govern conformity assessment operations. It organizes peer assessments among participating CBs, oversees all marketing and digital presence, communicates regularly with relevant stakeholders throughout projects and post-launch, and ensures professional project management with strict adherence to defined deliverables.

Participating CBs must comply with ISO/IEC 17065, remain independent from clients and users of the certified object, and align their operational scope with the certification Process. They must demonstrate the necessary competence, consistent processes, and resources through peer assessment, maintain availability for peer assessments from the second year, cover associated costs, and agree to assess other CBs when requested without remuneration. Compliance with all Mutual Recognition, Process Owner, CB, Certification, and Technical rules is mandatory.
Governance is structured through three committees. The Management Committee, composed of three to five CB representatives and a TIC Council Secretariat representative, chaired by an elected member, reviews applications, adopts rules and guidelines, and addresses doubts or nonconformities. The Technical Committee, with one representative from each CB, develops technical rules and guidelines. The Stakeholder Committee, formed by members of industry, associations, academia, regulators, scheme owners, and standardization bodies selected by the Management Committee, meets twice yearly and is chaired by the Chair of the Management Committee.
